Federal Case Delayed After Charlotte Train Stabbing Suspect Ruled Incompetent for Trial

CHARLOTTE, N.C. — Federal court proceedings against a man accused of fatally stabbing a Ukrainian refugee aboard a Charlotte light rail train have been delayed after a judge determined that he is not currently competent to stand trial.

Decarlos Brown Jr., who faces federal charges in connection with the death of Iryna Zarutska, was ruled incompetent to proceed with his criminal case “at this time,” according to court filings.

As a result, U.S. District Judge Kenneth Bell ordered Brown to be committed to the custody of the U.S. Attorney General for transportation to a secure federal medical facility, where he will undergo treatment aimed at restoring his competency.

Four-Month Treatment Period Ordered

Under the court order, Brown may remain at the medical facility for up to four months while mental health professionals evaluate and treat him.

“The four-month period — as required by law — will give mental health professionals time to determine whether Mr. Brown is likely to become competent to continue with his federal criminal case,” Brown’s attorneys said in a court filing.

If doctors conclude that Brown is making significant progress and is likely to regain competency, the court may authorize additional treatment for a reasonable period beyond the initial four months.

Case Stems From Fatal Light Rail Stabbing

Brown is accused of fatally stabbing Iryna Zarutska, a Ukrainian refugee, aboard a Charlotte Area Transit System (CATS) light rail train in 2025.

The case drew widespread attention in Charlotte and beyond, with many community members expressing shock over the killing and mourning Zarutska’s death.

Federal prosecutors allege Brown committed the attack on public transportation, leading to federal criminal charges in addition to any state proceedings that may be pending.

What Happens Next?

A defendant must be found mentally competent before a criminal case can proceed to trial. Competency generally means that the defendant understands the nature of the legal proceedings and can assist attorneys in preparing a defense.

The court will receive updates from medical professionals regarding Brown’s condition and whether he can eventually be restored to competency.

Until then, the federal case will remain on hold.

The charges against Brown are allegations, and he is presumed innocent unless and until proven guilty in a court of law.
