NEWPORT, Wash. — A Washington state teacher and school administrator has been arrested on incest charges following allegations that she engaged in sexual relationships with two teenage boys she had adopted.
According to the Pend Oreille County Sheriff’s Office, Amber Swain, 35, of Newport, was arrested Tuesday and charged with first-degree and second-degree incest following a child sexual abuse investigation.
Swain worked as a teacher and also served as a director at the Pend Oreille River School, the Newport School District’s alternative high school.
Investigators said the case began on May 18 after the Washington Department of Children, Youth and Families received information regarding possible sexual abuse involving two teenage males. The agency reported the allegations to law enforcement, prompting a criminal investigation.
Detectives conducted interviews with the two alleged victims and gathered evidence related to the allegations. Authorities also interviewed Swain during the investigation.
Following the investigation, detectives determined there was probable cause to arrest Swain on the incest-related charges.
Officials have not released additional details regarding the allegations, the ages of the alleged victims, or the time period during which the alleged offenses occurred.
The case has generated significant attention in the Newport community, where Swain was known for her work with students and advocacy efforts involving foster children.
The allegations remain unproven, and Swain is presumed innocent unless and until proven guilty in court.
The investigation remains ongoing, and authorities have not indicated whether additional charges could be filed.
